The Infrastructure Construction Price Index (ICPI) is an analytical price index series measuring annual changes in the cost of municipal infrastructure construction projects funded by development charges and completed by the client.

Description

The Infrastructure Construction Price Index (ICPI) series measures the price change for constructing municipal infrastructure construction projects funded by development charges and completed by the client.

The ICPI is created on a cost-recovery basis for the client.

The index provides users with information that can be employed in contract escalation, cost-benefit analysis, benchmarking studies and time series analysis.

Reference period: The time period for which the ICPI equals 100; currently this is the year 2010.

Collection period: The first quarter of the calendar year following the reference year.

Data sources and methodology

Target population

The target population for the ICPI consists of a sample of infrastructure construction projects completed by the client and funded by municipal development charges.

Data sources

Data are collected from other Statistics Canada surveys and/or other sources.

There is no questionnaire for the ICPI.

Data for this survey are obtained from information published by Statistics Canada, and from information supplied by the client.

Error detection

The micro data are verified by the survey analyst and any inconsistencies are clarified with the client.

Imputation

This methodology type does not apply to this statistical program.

Estimation

The client identifies a sample of infrastructure construction projects to be included in the aggregate index.

Representative models are identified for each different type of infrastructure project carried out by the client and funded by development charges.

Each representative model has a defined breakdown of labour, materials and overhead costs that are weighted based on their respective share of the total cost of building the representative model.

Models are then each assigned a weight in the total index based on the percentage of the projected annual development charges allocated to the type of infrastructure that the model represents.

SOURCE OF WEIGHT DATA
The client provides information on the projected annual expenditures spent on construction activities funded by development charges.

WEIGHT REFERENCE YEAR
The 2019 index is based on the projected 2019 city of Ottawa expenditures for construction activities funded by development charges.

WEIGHT UPDATE FREQUENCY
Weights are updated annually.

A Lowe formula is applied to aggregate the prices of all components into a composite price index.

LINKING
With the introduction of a new basket, historical estimates are linked to the new basket by maintaining the same historical monthly changes. This is done by calculating a link factor for each index series as the ratio of the new index series (2010=100) in the overlap period to the old index series (2001=100). This link factor is applied to the old index series to bring it up or down to the level of the new index.

The overlap period for the ICPI is currently 2010.

Quality evaluation

Prior to publication, the ICPI is validated by comparing the 12-month index movement observed for the most current period with historical changes.

The index is also validated for coherence by confronting index movements with other sources of information on the construction industry.

Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

This methodology type does not apply to this statistical program.

Data accuracy

The statistical accuracy of the ICPI depends on the reliability of the annual capital expenditure data and weight information obtained from the client. Each data source is subject to its own errors.

Non-sampling error
Non-sampling errors in the ICPI are data processing errors.

Data processing is done manually and human error can sometimes be the cause of data processing errors. Checks are in place to minimize the risk of error.
