Data from 1976 to 1996 include those people receiving regular benefits, training benefits, job creation benefits and self-employment benefits. Data from 1997 to 2016 include those people receiving regular benefits, whether or not they participated in one of the three employment benefit programs. This chart uses annual data from the Labour Force Survey (LFS) for the number of employed.
