Statistics Canada’s mandate, derived from the Statistics Act, is to collect, analyze and publish statistical information describing the economic, social and general conditions of the country and its citizens. Other federal legislation also requires Statistics Canada to produce data for a wide variety of purposes.

Summary of the main progress made by Statistics Canada in 2010–2011

Through its 2010-2011 activities, Statistics Canada (StatCan) actively contributed to informing Canadians about official languages in Canada and the status of official language minority communities (OLMCs). Working closely with a number of partners from various federal departments and agencies, StatCan played an active leadership role in collecting and disseminating statistics on OLMCs. With its census and other key surveys of interest to official language minorities, such as the Survey on the Vitality of Official-Language Minorities (SVOLM), StatCan provides information that is useful for evaluating and developing official language policies and programs in Canada, in particular for implementing and evaluating the Roadmap for Canada’s Linguistic Duality. StatCan took advantage of the many forums it attended to promote the collection of relevant data and the use of quantitative data in research on official languages and to consult its partners and data users.

In 2010-2011, StatCan’s activities related to research, information dissemination and communication to members and representatives of official language minorities were very well received. For example, StatCan took part in the Symposium sur les langues officielles de l’Ontario organized by the Assemblée de la francophonie de l’Ontario and handed out approximately 150 copies of its 115-page analysis report on Franco-Ontarians, which was made possible through funding from the Official Languages Secretariat (OLS) at Canadian Heritage. This year, much praise was received from government, academia, communities and the media regarding the scope, detail and usefulness of such a document for anyone interested in the situation of francophones and the future of French in Ontario.

In 2010-2011, StatCan, with funding from the OLS, Human Resources and Skills Development Canada (HRSDC), and the Department of Justice Canada, also produced a large‑scale 122-page analysis report on the situation of anglophones in Quebec. The report not only received a great deal of media coverage and positive comments from representatives of Quebec anglophone communities, but was also quoted extensively in the Report of the Standing Senate Committee on Official Languages on the situation of anglophone communities in Quebec. The report also refers to StatCan as a key player in research on the situation of official language minorities in Canada. Furthermore, StatCan produced a detailed statistical profile of francophones in the three territories that was presented at a round table in Yellowknife on that province’s francophones, as well as two studies on francophones in British Columbia and New Brunswick. Studies on francophones in the other provinces are being prepared and will be published in 2011-2012.

In the last year, a number of meetings and discussions were held with OLMC representatives in and outside Quebec to find innovative ways to meet their needs for statistical data in a range of fields, including immigration, health, economic development and human resources. As for the promotion of French and English in Canadian society, StatCan took part in a number of forums on Canada’s linguistic duality, its future and ways to strengthen it. StatCan is currently working on developing a cycle of its General Social Survey whose main theme is identity. In cooperation with Canadian Heritage and a number of partners, StatCan will develop a module to identify the aspects of Canadians’ identity that affect official languages.

Active participation, in partnership with HRSDC, in the development of the questionnaire and the securing of funds to oversample official language minorities for the Programme for the International Assessment of Adult Competencies Survey that will be conducted in early 2012.
