This paper examines the investment performance of Canada and the United States, exploring similarities and differences in investments in fixed assets over the 1990-to-2011 period. This is a period when the two countries experienced different shocks. The United States suffered from a major decline in its housing markets after 2007 that did not hit Canada. The world-resource boom in the post-2000 period had a greater impact on Canada than it did on the United States. The Canada–United States exchange rate appreciated dramatically after 2003 thereby making imported machinery and equipment relatively less expensive in Canada.
The comparison is primarily based on investment intensity, measured as the ratio of nominal dollar investment to nominal gross domestic product (GDP), but rates of growth of the volume of investment relative to the volume of GDP are also compared.

In the entire non-agricultural business sector, small and medium-sized businesses with less than 500 employees account for 54.2% of GDP in Canada and for 50.7% of GDP in the United States. When two industries with heavy government ownership in Canada (health and education) are excluded, the results are 52.9% and 50.3%, respectively.

The purpose of this paper is twofold. First, the authors provide a detailed social accounting matrix (SAM), which incorporates the income and financial flows into the standard input-output matrix, for the Canadian economy for 2004. Second, they use the SAM to assess the strength of the real-financial linkages by calculating and comparing real SAM multipliers and financial social accounting matrix (FSAM) multipliers. For FSAM multipliers, financial flows are endogenous, whereas for real SAM multipliers they are not. The results show that taking into account financial flows increases the impact of a final demand shock on Canadian output. Financial flows also play an important role in determining the cumulative effect of an income shock or the availability of investment funds. Between 2008 and the first half of 2009, financial institutions shifted their investments toward government bonds, short-term paper, and foreign investments. This shift together with the fact that non-financial institutions were unwilling or unable to increase their financial liabilities, led to estimated declines in all GDP multipliers between 2008 and the first half of 2009 (2009H1). The main advantage of using the extended input-output analysis is that it provides a simple framework, with very few assumptions, which allows the assessment of the strength of real-financial linkages by means of multipliers. However, the methodology is subject to the Lucas critique, that as shocks shift prices, agents cannot adjust. Such a framework is, nevertheless, appropriate in short-term impact analysis such as this study.

This paper deals with a problem in internationally comparable economic statistics, namely, the fact that countries measure value added by industry differently. The economic measure, value added, is important both in its own right and because it is a component of other economic measures such as productivity. Value added by industry measures the additional value created by a production process. This additional value, created by factors of production such as labour and capital, may be calculated either before or after deducting the consumption of fixed capital used in production. Thus, gross value added by industry is the value of its output of goods and services less the value of its intermediate consumption of goods and services and net value added as the value of output less the values of both intermediate consumption and consumption of fixed capital.

The 1993 System of National Accounts (SNA) was implemented in Canada in November 1997 and all national accounts series - annual, quarterly and monthly, both at current and constant prices - were revised back to 1961. There were changes in classification of sectors and transactions, concepts and methodology. As well, we removed the statistical breaks in earlier series that arose due to our revision policy. In the spring of every year, we revise, if necessary, our national accounts series for the latest four years. Statistical breaks for earlier periods are removed only at the time of historical revisions, such as the one done in November 1997. This was the fifth and the most comprehensive historical revision of the Canadian SNA series since 1961, the earlier ones were done in the late 1960s, the late 1970s, in 1985 and in 1990. As our historical revisions have been done almost every decade, and more frequently since the 1980s, statistical breaks in the Canadian system have remained only for a short period.

The International System of National Accounts 1993 (1993 SNA) was prepared and published under the auspices of the Inter-secretariat Working Group on National Accounts. This working group consists of the Statistical Office of the European Communities, the International Monetary Fund, the Organisation of Economic Co-operation and Development, the Statistical Division and regional commissions of the United Nations Secretariat, and the World Bank. The adoption of this document for universal implementation was unanimously recommended to the United Nations Economic and Social Council by its Statistical Commission at the 27th session, held in New York from February 22 to March 3, 1993. The plan for implementing the 1993 SNA system, however, does not seem to be as well organized as its production was.
Very detailed comments have been made on this document in two papers entitled 'The 1993 International System of National Accounts vis-à-vis The Canadian System of National Accounts,' and 'The 1993 International System of National Accounts and the Canadian Input-Output Tables.' In a summary fashion, the present paper highlights certain important areas where the Canadian System of National Accounts (CSNA) will need to revise its practices to conform to the 1993 SNA.
