    Canada's oil reserves are concentrated in three Canadian provinces: Alberta, Saskatchewan, and Newfoundland and Labrador. Oil prices received by Canadian oil producers more than doubled between 2001 and 2008. The proportion of young men employed in the oil industry differs markedly across provinces and education levels. Taken together, these facts suggest that the increases in world oil prices observed between 2001 and 2008 may have induced cross-educational and cross-provincial variation in labour demand and male wage growth in Canada. Using data from the Canadian Labour Force Survey, this study exploits this variation in wage growth in order to estimate the elasticity of young men's labour market participation and school enrollment with respect to wages.

    The Program for International Student Assessment (PISA) is designed to assess, on a regular basis, the achievement of 15-year-olds in reading, mathematical and scientific literacy through a common international test.

    Information gathered through PISA enables a thorough comparative analysis of the skill level of students near the end of their compulsory education. PISA also permits exploration of the ways that skills vary across different social and economic groups and the factors that influence the level and distribution of skills within and between countries.

    PISA is a collaborative effort among member countries of the Organization for Economic Co-operation and Development (OECD). In Canada, PISA is administered through a partnership of the Council of Ministers of Education, Canada, Human Resources and Skills Development Canada and Statistics Canada.

    PISA will be repeated every three years. The first PISA cycle was conducted in 2000 and focused on reading, with mathematics and science as minor domains. The focus shifts to mathematics in PISA 2003, to science in 2006, and back to reading in 2009.

    These reports provide results of the PISA assessments of student performance at the provincial level, and compare the achievement of Canadian students to that of students internationally.

    This report is based on the Access and Support to Education and Training Survey (ASETS), which was undertaken by Statistics Canada in partnership with Human Resources and Skills Development Canada (HRSDC). The ASETS brings together three previous education surveys that covered specific population groups: 1) the Survey of Approaches to Educational Planning (SAEP), which focused on 0 to 18 year olds; 2) the Post-Secondary Education Participation Survey (PEPS), which focused on 18 to 24 year olds; and 3) the Adult Education and Training Survey (AETS), which focused on 25 to 65 year olds. While these three surveys examined specific facets of Canadian's educational experience, their integration in the ASETS allows for a more holistic approach to collecting information on participation in and financing of education and training in Canada. While the ASETS can be used to undertake the same research as the PEPS, AETS and SAEP, it can also be used to address additional research not previously possible.

    The ASETS results presented in this report refer to activities undertaken between July 2007 and June 2008 reference period.

    This report provides new and unique empirical evidence on postsecondary education pathways in Atlantic Canada based on the data from the Postsecondary Student Information System (PSIS). This study covers postsecondary students in public institutions at all levels of study - college, bachelor's, master's, Ph.D. and first professional degrees - with the emphasis on college and bachelor's students. The focus is on students who start new programs over the period of study, years 2001 through to 2004, and then observing who, in each year of their studies, graduates, continues in the same program, switches programs or leaves postsecondary education without graduating. The number of students who leave and then return to postsecondary studies and the number of students who graduate from a program and then continue in their studies are also identified. Students in this study can be tracked longitudinally as they move both within and across all institutions in the Atlantic.

    The research file used for this study was created by Statistics Canada using PSIS data from the Atlantic region. One of the key objectives of the PSIS is to provide information that will enable researchers to perform studies of student mobility, pathways and their relationship to education and labour market outcomes. PSIS is designed to hold a complete inventory of all Canadian postsecondary institutions and the programs and courses they offer, as well as demographic, program and course information for each student registered at these institutions. Atlantic Canada has participated in PSIS since the inception of PSIS and therefore was well positioned to take advantage of a longitudinal study using PSIS.

    The research file includes one longitudinal record for each postsecondary student who studied in Atlantic Canada at some point during the years 2001 through to 2004. The term "longitudinal" means that, as the student progresses through the postsecondary system, the PSIS record will provide a cumulative history of their postsecondary activity. It is the longitudinal nature of the database that allows for statistical studies of student mobility, pathways and their relationship to education and labour market outcomes. The research file contains 337,000 student records.

    The report Children and youth at risk documents the proceedings of a symposium held in Ottawa on April 6 and 7, 2000 to explore research and policy issues concerning the education of children who, for whatever reason, are at risk of not meeting the normal expectations of the education system.

    It includes summaries of presentations, discussions and commissioned research papers. The themes and issues are summarized in a synthesis written by Dr. Robert Crocker of the faculty of education at Memorial University of Newfoundland.

    The symposium was held as an activity of the Pan-Canadian Education Research Agenda. The Canadian Education Statistics Council - a partnership between Statistics Canada and the Council of Ministers of Education, Canada - started this research program with a view to promoting research on policy issues in education of concern to researchers, policy-makers and practitioners. Human Resources Development Canada provided financial support for the symposium.

The author concluded by emphasizing the need for a shift in focus from risk to resiliency as a priority area for future research.

The fourth section of the paper focussed on risk factors and protection factors. The author concluded his presentation and his paper by asserting that resiliency studies are very complex owing to the multiple interaction between the various environmental factors.
