    The accurate measurement of job search and unemployment has been a recurring problem in retrospective surveys. However, strategies to improve recall in such surveys have not been especially successful. Proposed solutions have included a) reducing the recall period and b) questioning whether the standard operationalization of labour force concepts is appropriate in a retrospective setting.

    One difficulty in arriving at an appropriate line of questioning is that there does not exist a reliable benchmark source indicating what sort of search patterns one should be observing over the year. Current notions of labour force dynamics have been heavily influenced by linked-record gross change data, which for various reasons cannot be considered a reliable source. These data show numerous changes in status from month-to-month and generally paint a picture of labour force participation that suggests little behavioural consistency.

    This study examines data from the Annual Work Patterns Survey (AWPS) and Labour Market Activity Survey (LMAS). It shows that the underreporting of job search in the AWPS (and to a lesser extent in the LMAS) is closely connected to the failure of respondents, in a significant number of cases, to report any job search prior to the start of a job, a problem for which there is a simple questionnaire solution.

    This paper investigates the inter-provincial labour mobility behaviour of immigrants relative to that of native-born Canadians. Foreign-born Canadians differ a great deal from their domestically-born counterparts. The foreign-born population is geographically concentrated in a few provinces and a few big cities. As a whole, they are older, better educated, more likely to be married, and more likely to have dependent children and bigger households. They are less active in participating in full-time education and training. They fare relatively better in the labour market. As a result, a higher proportion of them receive social security benefits that are directly tied to the presence of dependent children or age such as family allowance benefits and pension income, but a lower proportion receive benefits that are related to labour market performance such as employment insurance benefits and social assistance benefits.

    As a whole, immigrants are relatively less mobile inter-provincially. This is true both nationally and across almost every province. Among those who move to other provinces, destinations for foreign-born migrants are highly geographically concentrated. Most of them make their new homes in Alberta, Ontario and British Columbia. A significantly lower proportion of them relocate to other provinces for economic considerations but a much higher proportion move to go to school or after retirement. Earnings return to their inter-provincial migration is significantly more substantial. This is the result of both wage increase and more hours of work after migration.

    Multi-variate regression results show that there are no statistically significant structural differences in the determinants of inter-provincial migration decisions between comparable foreign- and native-born Canadians. The probability of moving to other provinces, for immigrants as well as for domestically-born Canadians, is higher if earnings potentials elsewhere are relatively higher, lower if it is relatively harder to find employment elsewhere, higher among better educated workers, lower among French-speaking Canadians, lower among union members, and decreases with age, family size and job tenure. None of the proxies for government's labour market interventions significantly affect the decision to move inter-provincially. The lower mobility rates among the foreign-born are fully attributable to distributional and compositional differences between the immigrant and non-immigrant populations.

    These findings have a direct policy implication on immigration selection. To encourage population and labour force growth in economically less prosperous provinces, it appears appropriate and effective to amend the current immigration selection and approval system, considering intended destinations as an additional factor and awarding additional points to applicants who choose designated provinces.

    This paper documents job turnover and labour market adjustment activities in the Ontario economy from 1978 to 1993. The following highlights the major findings. Both the permanent layoff rate and the total permanent separation rate vary substantially from one industry to another. In 1992, the permanent layoff and total permanent separation rates ranged from 27.3% and 34.2% in construction to only 1.4% and 9.3% in public services, respectively. The permanent layoff rate and the total permanent separation rate also differ noticeably by gender, age and firm size - in most industries, the rates are higher among male workers than among females, higher among younger workers, and higher among smaller employers.

    While the permanent layoff rate increases during business cycle downturns and decreases during business cycle upswings, the reverse trend is observed with the total permanent separation rate. This is because the quit rate and the other permanent separation rate both decline during downturns and rise during upswings, more than offsetting the opposite trend associated with the permanent layoff rate.

    These univariate-tabulation findings are confirmed in the multi-variate logistic regression results on the statistical determinants of permanent layoffs and total permanent separations. In most industries, after controlling for gender, age, firm size and time periods, the estimated likelihood of permanent layoffs is lower among female workers, decreases significantly with age and firm size, increases during recessions and decreases during recovery and expansion in most industries. The patterns of estimated incidence of total permanent separations are very similar to those of permanent layoffs except that total permanent separations decline during business cycle downturns and climb during business cycle upswings.

    Permanently separated workers have had a much more difficult time in finding employment during the most recent recession than any other time in the past 15 years. Almost 40% of those who lost or left a job in 1989 did not have a job in 1993. This is in marked contrast with the experience of the early 1980s, when 29% of permanently separated workers were jobless 3 years after the separation. A very similar trend is found when the analysis is applied to labour market transitions among permanently laid-off workers.

    There is a great deal of out-of-province migration among permanently separated workers who did find a job. Nearly 45% of those who lost or left a job in 1989 and found a job in 1993 were employed outside of Ontario. An identical proportion of permanently laid-off workers is found to be employed in other provinces.
