    Description: The Economic Directorate of the U.S. Census Bureau is developing coordinated design and sample selection procedures for the Annual Integrated Economic Survey. The unified sample will replace the directorate’s existing practice of independently developing sampling frames and sampling procedures for a suite of separate annual surveys, which optimizes sample design features at the cost of increased response burden. Size attributes of business populations, e.g., revenues and employment, are highly skewed. A high percentage of companies operate in more than one industry. Therefore, many companies are sampled into multiple surveys compounding the response burden, especially for “medium sized” companies.

    This component of response burden is reduced by selecting a single coordinated sample but will not be completely alleviated. Response burden is a function of several factors, including (1) questionnaire length and complexity, (2) accessibility of data, (3) expected number of repeated measures, and (4) frequency of collection. The sample design can have profound effects on the third and fourth factors. To help inform decisions about the integrated sample design, we use regression trees to identify covariates from the sampling frame that are related to response burden. Using historic frame and response data from four independently sampled surveys, we test a variety of algorithms, then grow regression trees that explain relationships between expected levels of response burden (as measured by response rate) and frame covariates common to more than one survey. We validate initial findings by cross-validation, examining results over time. Finally, we make recommendations on how to incorporate our robust findings into the coordinated sample design.

    Careful design of a dual-frame random digit dial (RDD) telephone survey requires selecting from among many options that have varying impacts on cost, precision, and coverage in order to obtain the best possible implementation of the study goals. One such consideration is whether to screen cell-phone households in order to interview cell-phone only (CPO) households and exclude dual-user household, or to take all interviews obtained via the cell-phone sample. We present a framework in which to consider the tradeoffs between these two options and a method to select the optimal design. We derive and discuss the optimum allocation of sample size between the two sampling frames and explore the choice of optimum p, the mixing parameter for the dual-user domain. We illustrate our methods using the National Immunization Survey, sponsored by the Centers for Disease Control and Prevention.

    The size of the cell-phone-only population in the USA has increased rapidly in recent years and, correspondingly, researchers have begun to experiment with sampling and interviewing of cell-phone subscribers. We discuss statistical issues involved in the sampling design and estimation phases of cell-phone studies. This work is presented primarily in the context of a nonoverlapping dual-frame survey in which one frame and sample are employed for the landline population and a second frame and sample are employed for the cell-phone-only population. Additional considerations necessary for overlapping dual-frame surveys (where the cell-phone frame and sample include some of the landline population) are also discussed. We illustrate the methods using the design of the National Immunization Survey (NIS), which monitors the vaccination rates of children age 19-35 months and teens age 13-17 years. The NIS is a nationwide telephone survey, followed by a provider record check, conducted by the Centers for Disease Control and Prevention.

    The International Tobacco Control (ITC) Policy Evaluation China Survey uses a multi-stage unequal probability sampling design with upper level clusters selected by the randomized systematic PPS sampling method. A difficulty arises in the execution of the survey: several selected upper level clusters refuse to participate in the survey and have to be replaced by substitute units, selected from units not included in the initial sample and once again using the randomized systematic PPS sampling method. Under such a scenario the first order inclusion probabilities of the final selected units are very difficult to calculate and the second order inclusion probabilities become virtually intractable. In this paper we develop a simulation-based approach for computing the first and the second order inclusion probabilities when direct calculation is prohibitive or impossible. The efficiency and feasibility of the proposed approach are demonstrated through both theoretical considerations and numerical examples. Several R/S-PLUS functions and codes for the proposed procedure are included. The approach can be extended to handle more complex refusal/substitution scenarios one may encounter in practice.

    Survey sampling to estimate a Consumer Price Index (CPI) is quite complicated, generally requiring a combination of data from at least two surveys: one giving prices, one giving expenditure weights. Fundamentally different approaches to the sampling process - probability sampling and purposive sampling - have each been strongly advocated and are used by different countries in the collection of price data. By constructing a small "world" of purchases and prices from scanner data on cereal and then simulating various sampling and estimation techniques, we compare the results of two design and estimation approaches: the probability approach of the United States and the purposive approach of the United Kingdom. For the same amount of information collected, but given the use of different estimators, the United Kingdom's methods appear to offer better overall accuracy in targeting a population superlative consumer price index.

    Very little is known about the perceptions of business data providers regarding the confidentiality pledges of statistical agencies. This paper describes the steps taken to operationalize the complex, multidimensional concept of confidentiality; and to develop a brief, self-administered questionnaire, keeping in mind practical differences between businesses and households relative to the survey requests. This paper demonstrates how collaboration in the questionnaire development process can result in improved quality.

    The Canadian Vehicle Survey (CVS), which began in 1999, is designed to collect information about the usage of motor vehicles registered in Canada. The CVS target population includes all on-road vehicles (except special equipment, trailers and motorcycles) registered in Canada. A sample of vehicles is drawn each quarter and a seven-day trip log is used to gather detailed vehicle usage patterns. The log includes questions on kilometres driven, number of passengers, vehicle characteristics, trip purpose and travel times, driver and passenger demographics and fuel usage. Since this is a voluntary survey and the log takes seven days to complete, every effort is made to ensure a good response rate and prevent response errors. The first part of this paper describes the current survey design, data collection, and editing and imputation methodology. Then it goes on to explain the challenges associated with the different steps of the survey. Finally, findings from the research carried out to minimize the effects of non-sampling errors are presented.

    The main objectives of a new Canadian survey measuring asset and debt holding of families and individuals will be to update wealth information that is over one decade old; to improve the reliability of the wealth estimates; and, to provide a primary tool for analysing many important policy issues related to the distribution of assets and debts, future consumption possibilities, and savings behaviour that is of interest to governments, business and communities.

    This paper is the document that launched the development of the new asset and debt survey, subsequently renamed the Survey of Financial Security. It looks at the conceptual framework for the survey, including the appropriate unit of measurement (family, household or person) and discusses measurement issues such as establishing an accounting framework for assets and debts. The variables proposed for inclusion are also identified. The paper poses several questions to readers and asks for comments and feedback.
