Michael Wendt of Statistics Canada facilitated the use of the Longitudinal Immigration Database (IMDB) and created various aggregate variables for this study. Benoit St-Jean of Citizenship and Immigration Canada (CIC) shared his expertise on IMDB and made available his estimates of return/onward migration rates of immigrants. Theresa Qiu produced tables to compare response patterns in the Longitudinal Administrative Databank (LAD) and the Census of Population. The authors thank Mikal Skuterud, Charles Beach, Eden Crossman, Colleen-Marie Dempsey, Marc Frenette, Stanley Kustec, René Morissette, Grant Schellenberg, and participants in a CIC research seminar for advice and comments on various issues related to immigration policy changes, estimation strategies, and interpretation of the results.
