More informationThe Organization for Economic Cooperation and Development (OECD) is an international organization that seeks to promote the development of the world economy and the expansion of world trade. The IALS study was implemented with the cooperation and support of the OECD. The National Center for Education Statistics (NCES) is an agency of the newly created Institute of Educational Sciences of the US Department of Education. NCES and Statistics Canada jointly funded development of the IALS study and a significant fraction of international costs associated with implementation. The Educational Testing Service (ETS) is a private, not-for-profit corporation that specializes in educational assessment. ETS was the prime technical contractor for the IALS study, including scaling and related psychometrics.
