Context

Although Statistics Canada is not bound by the Federal Sustainable Development Act and is not required to develop a full departmental sustainable development strategy, Statistics Canada adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada's effort to promote environmental stewardship. In keeping with the objectives of the policy, Statistics Canada supports sustainable development by integrating environmental performance considerations into the procurement decision-making process through the actions described in the 2019 to 2022 FSDS "Greening Government" goal.

Integrating sustainable development

Statistics Canada will continue to ensure that its decision-making process includes consideration of FSDS goals and targets through its Strategic Environmental Assessment (SEA) process. An SEA for policy, plan or program proposals includes an analysis of the impacts of the given proposal on the environment, including on FSDS goals and targets.

Public statements on the results of Statistics Canada's assessments will be made public and announced on its website when an initiative has undergone a detailed SEA. The purpose of the public statement is to demonstrate that the environmental effects, including the impacts on achieving the FSDS goals and targets, of the approved policy, plan or program have been considered during proposal development and decision making.

Governance structures

2020–21 Departmental Plan

In Budget 2018, funding was allocated to create a Centre for Gender, Diversity and Inclusion Statistics (CGDIS) at Statistics Canada to support the gender-based analysis plus (GBA+) commitments of

  • Statistics Canada
  • Women and Gender Equality Canada (WAGE)
  • Finance Canada
  • other departments.

Reporting to the Director of the Diversity and Sociocultural Statistics Division, the CGDIS has the following mandate to support GBA+:

Support the GBA+ challenge function

  • The agency's GBA+ Champion and focal point reviews all Treasury Board submissions, investment plans and memoranda to Cabinet to ensure the proper accountability in GBA+ assessments.

Support evidence-based policy and program development, and monitoring and reporting on gender, diversity and inclusion

  • Statistics Canada reports to Canadians on the state and progress of gender, diversity and inclusion in Canada.
  • Statistics Canada generates new information to support new knowledge on gender, diversity and inclusion statistics for Canadians, policy analysts, academics and others.
  • Statistics Canada builds statistical capacity for analyzing data and statistics on gender, diversity and inclusion for governmental policy analysts.

Increase access to sex-disaggregated data and quantitative analyses

  • Statistics Canada promotes and provides greater access to sex-disaggregated data and quantitative analyses on a broad range of social and economic subject-matter areas.
  • Statistics Canada maintains the new Gender, Diversity and Inclusion Statistics Hub, which pools statistical resources on gender, diversity and inclusion.
  • Statistics Canada supports WAGE by enhancing analytical outputs relevant to GBA+ on topics such as women in leadership, work–life balance, low income, online victimization, the gender wage gap and other gender equality indicators.

Support data development initiatives

  • Statistics Canada continues to develop options for measuring gender and sexual orientation on surveys, in collaboration with other government departments, academics, community groups and other Canadians.
  • Statistics Canada continues to support WAGE in the development of new data initiatives and research relating to Canada's Strategy to Prevent and Address Gender-Based Violence.
  • Statistics Canada increases knowledge and literacy around the concepts of gender, diversity and inclusion by training data users on the GBA+ methodology.

Human resources

Statistics Canada will have five full-time equivalents (FTEs) dedicated to GBA+ in 2020–21. These include

  • an agency GBA+ Champion who also acts as the GBA+ focal point and reviews Treasury Board submissions and supports the promotion of GBA+ within the agency
  • human resources who support WAGE and other federal departments in their GBA+ assessments
  • human resources who produce analytical outputs, develop new measures and support the implementation of the CGDIS's GBA+ initiatives
  • human resources who develop and enforce the accountability mechanism as part of the departmental decision-making process to ensure that a GBA+ assessment is done.

FTEs exclude cost-recoverable resources associated with projects funded by WAGE.


Planned initiatives

New data developments

  • Statistics Canada will leverage existing corporate resources and tools to develop the second phase of the data hub by integrating more data on the themes of diversity and inclusion and include more information on intersectionality.
  • Statistics Canada will expand its inventory on gender statistics to include GBA+ data sources from other departments.
  • Statistics Canada will expand and enhance the hub with analyses, reports and infographics.
  • Statistics Canada will support Canada's Strategy to Prevent and Address Gender-Based Violence by collecting data for the Survey on Sexual Misconduct at Work.

Strengthening the GBA+ function within Statistics Canada

  • Statistics Canada will create a GBA+ community of practice to encourage the use of GBA+ within the agency, promote the CGDIS and leverage the expertise that exists in other areas of the agency. Furthermore, governance structures will be put in place to ensure that measures and research findings are consistent and to reduce the duplication of effort, as required.
  • Statistics Canada will promote GBA+ and train analysts on how to include GBA+ in all stages of survey development, data acquisition and analysis so that when funding for the CGDIS is reduced, GBA+ will continue to be a part of how Statistics Canada approaches data and analysis.

Supporting federal departments

  • Statistics Canada will deliver training sessions and workshops to federal departments on GBA+. It will also support the Canada School of Public Service and WAGE in delivering GBA+ training to analysts in the federal public service.
  • Statistics Canada will increase collaboration with other government departments to set priorities and help them access data to support GBA+ within their departments, as well as help them develop their data strategies.
  • Statistics Canada will finish disseminating the Gender Results Framework indicators.
  • Statistics Canada will develop LGBTQ2 expertise by developing relationships with other stakeholders (e.g., the LGBTQ2 Secretariat) and by supporting new analytical measures of and products related to this subpopulation.
  • Statistics Canada will take the lead on ensuring the relevancy of measures of diversity and inclusion—for example, sexual orientation.

Reporting capacity and data

The majority of Statistics Canada's statistical programs publish information by gender or sex when relevant and when sample size permits to ensure confidentiality and the quality of its estimates.
