    In preparation for the 2001 Census, Statistics Canada continues its tradition of consulting with its data users and other interested persons for their views on the content of the next census questionnaire. The round of consultations for the 2001 Census began in the fall of 1997 and was completed in March 1998. Meetings organized by the Regional offices were held in the ten provinces, the two territories and the future territory of Nunavut. In addition, briefs were sent to the team responsible for the consultation. More than 1,650 comments were received.

    Prior to the 2001 Census, the Geography Division manually calculated land area using a planimeter. The manual approach was necessary since the division did not have a national digital database to support an automated method. The manual land area calculation was a labour intensive process as well as very time consuming, expensive and very prone to error. With the anticipation of having a national digital base for the 2001 Census (to be called the National Geographic Base or NGB), the automated land area calculation becomes a simple GIS process.

    The objectives of this paper are to show the effects of data aggregation and different map projections on automated land area calculation. The testing is a two- staged process; the first stage uses the 1996 Digital Cartographic Files (DCFs) and the second stage will use the NGB. Although the DCFs are not ideal for testing land area, this two-staged approach is necessary since the NGB will not be completed until Autumn 1998. This report presents results on the first stage using the 1996 DCFs.

    The results reveal that the effects of data aggregation are minimal; thus land area can be stored at the census block level and then aggregated to higher level geographic entities without any serious ramifications for the 2001 Census. The results also indicate that an equal-area projection, specifically the Albers Equal-Area Conic projection, is more appropriate for calculating land area.

    The estimation of the population by age, sex and marital status for each province is a difficult task, principally because of migration. The characteristics of migrants are available only from responses to the census. Until 1991, the census included only the question on place of residence five years ago. Thus, a person who had a different residence five years earlier was considered as a migrant and was attributed the characteristics reported for him/her at the time of the census. However, the respondent had up to five years to change characteristics, particularly those relating to marital status.

    Since 1991, the census has asked a question on the place of residence one year ago. The same procedure attributes to the migrant the characteristics reported one year earlier, but this time there is only one year to change them.The article describes, in some detail, the methods now used by Statistics Canada to estimate the characteristics of migrants and evaluates the advantages of using the data on place of residence one year ago.

    Series description

    Digital Boundary Files portray the official boundaries used for 1996 Census collection and, therefore, often extend as straight lines into bodies of water. In Digital Cartographic Files, these boundaries were modified to follow the coastlines and shorelines on the perimeter of Canada's land mass, including major islands.The Digital Cartographic Files also include a separate map layer showing lakes and some rivers and estuaries. This "water" layer can be used for additional reference purposes when mapping or displaying the boundaries. DBFs and DCFs provide a framework for mapping and geographic analysis that are possible using commercially available geographic information systems (GISs) or other mapping software. Digital Boundary Files may not be suitable for mapping or display where realistic shoreline is required. A reference guide is included.

    The Federal Electoral Districts (1996 Representation Order) Digital Cartographic File depicts the boundaries of the federal electoral districts (FEDs) according to the 1996 Representation Order. Since this is not a standard level of geography for the 1996 Census, the cartographic file was created with a different methodology and, therefore, is not consistent with other files in the series.
