    Description:

    It is well-known that small firms are managed differently from large firms, and this paper provides further evidence in support of this idea while suggesting that some small firms are adopting management behaviours of larger firms. Could these small firms be positioning themselves for growth or using organisational innovation as a tool for survival or adopting some formal organization practices early? In 2004, the Survey of Electronic Commerce and Technology provided a list of eight management practices that according to interviews with small and medium-sized firms indicated potential firm growth. The management practices listed were organisational structures; employee feedback surveys; mentoring or coaching programs; and written strategies for marketing; managing growth; commercialisation of intellectual property; succession management; and risk management.

This forum will examine new areas for indicator development and set a broad agenda for future work on science, technology and innovation (STI) indicators. The Forum will emphasise indicators of outcomes and impacts that support monitoring, benchmarking, foresight activity, and evaluation, applied to policies and programs, and their economic and social impacts.

    Description:

    This research workshop part of the foresight function of the Science, Innovation and Electronic Information Division, was co-sponsored and hosted by the University of Windsor. The workshop placed the performance of commercialisation in the context of recent federal policy and history. It provided an opportunity for people involved in producing intellectual property for commercialisation to tell their stories. Legal experts advised on the problems of managing intellectual property and on how to make academics, and their private sector partners, better informed about intellectual property protection mechanisms. Recommendations on measurements of commercialisation activities are presented in the report.

Innovative business units were those that introduced new or significantly improved products or processes between 2001 and 2003. The knowledge management practices that were important to their success included knowledge sharing, knowledge codification, knowledge development and knowledge acquisition and retention practices.

The target groups are technological innovators (firms that acquired new technologies and/or sold new products), and non-innovators (firms that neither acquired new technologies nor sold new products). A series of profiles is presented of information communication technology (ICT) use as well as barriers to its use for technological innovators and non-innovators.

    This paper presents data on technological change that have been made comparable from the Survey of Electronic Commerce and Technology (SECT) for 2000 and 2002. It shows that when comparable data for the 1998 to 2000 and 2000 to 2002 periods (based on the definition and survey universe employed by SECT 2000) are used, the propensity to adopt new technologies in the private sector has remained constant at about 40%. The rate of technology adoption in the public sector remained at four out of five organizations introducing significantly improved technologies (a level about twice as high as that for the private sector). This rate also shows little change from 2000. The paper presents the comparable technological change data, while explaining differences in the wording of the survey questions and universe between the two reference years. Information is provided for private and public sectors, selected employment size groups and sectors of both private and public sectors.

For two full days, over 20 people talked about innovation from different perspectives and sought common understanding of the issues and consensus on where work on the subject should take the form of medium or longer terms. The meeting had a Canadian bias as it was part of the foresight progam of the Science, Innovation and Electronic Information Division, but it would not have been as productive had Jan Fagerberg not been able to join the group and share the work of the Towards a European Area of Research and Innovation (TEARI) project, which he leads. The meeting was further enriched by the insights gained as members of different communities of discourse exchanged their knowledge and arrived at common conclusions.

Of the firms surveyed, 9 out of 10 firms reported using at least 1 of the 23 knowledge management practices that were studied. This survey, a world first by a statistical agency, measured the extent to which knowledge management practices were used by Canadian businesses in forestry and logging; chemical manufacturing; transportation equipment manufacturing; machinery, equipment and supply wholesaler-distributors; and management, scientific and technical consulting services. The reasons for and the results of using knowledge management practices, as well as the practices themselves, are examined by firm size and by type of adopter.
