    Description: In 2021, Statistics Canada initiated the Disaggregated Data Action Plan, a multi-year initiative to support more representative data collection methods, enhance statistics on diverse populations to allow for intersectional analyses, and support government and societal efforts to address known inequalities and bring considerations of fairness and inclusion into decision making. As part of this initiative, we are building the Survey Series on People and their Communities, a new probabilistic panel specifically designed to collect data that can be disaggregated according to racialized group. This new tool will allow us to address data gaps and emerging questions related to diversity. This paper will give an overview of the design of the Survey Series on People and their Communities.

    In recent years, there has been a strong interest in indirect measures of nonresponse bias in surveys or other forms of data collection. This interest originates from gradually decreasing propensities to respond to surveys parallel to pressures on survey budgets. These developments led to a growing focus on the representativeness or balance of the responding sample units with respect to relevant auxiliary variables. One example of a measure is the representativeness indicator, or R-indicator. The R-indicator is based on the design-weighted sample variation of estimated response propensities. It pre-supposes linked auxiliary data. One of the criticisms of the indicator is that it cannot be used in settings where auxiliary information is available only at the population level. In this paper, we propose a new method for estimating response propensities that does not need auxiliary information for non-respondents to the survey and is based on population auxiliary information. These population-based response propensities can then be used to develop R-indicators that employ population contingency tables or population frequency counts. We discuss the statistical properties of the indicators, and evaluate their performance using an evaluation study based on real census data and an application from the Dutch Health Survey.

    When a linear imputation method is used to correct non-response based on certain assumptions, total variance can be assigned to non-responding units. Linear imputation is not as limited as it seems, given that the most common methods – ratio, donor, mean and auxiliary value imputation – are all linear imputation methods. We will discuss the inference framework and the unit-level decomposition of variance due to non-response. Simulation results will also be presented. This decomposition can be used to prioritize non-response follow-up or manual corrections, or simply to guide data analysis.

Nowadays, web panels have become very popular in the world of market research. This raises the question whether such panels can also be used for official statistics. Can they produce high quality statistics about the general population? This paper attempts to answer this question by exploring methodological aspects like under-coverage, sample selection, and nonresponse. Statistics Netherlands carried out a test with a web panel. Some results are described.

    The Brazilian Network Information Center (NIC.br) has designed and carried out a pilot project to collect data from the Web in order to produce statistics about the webpages’ characteristics. Studies on the characteristics and dimensions of the web require collecting and analyzing information from a dynamic and complex environment. The core idea was collecting data from a sample of webpages automatically by using software known as web crawler. The motivation for this paper is to disseminate the methods and results of this study as well as to show current developments related to sampling techniques in a dynamic environment.

    In January and February 2014, Statistics Canada conducted a test aiming at measuring the effectiveness of different collection strategies using an online self-reporting survey. Sampled units were contacted using mailed introductory letters and asked to complete the online survey without any interviewer contact. The objectives of this test were to measure the take-up rates for completing an online survey, and to profile the respondents/non-respondents. Different samples and letters were tested to determine the relative effectiveness of the different approaches. The results of this project will be used to inform various social surveys that are preparing to include an internet response option in their surveys. The paper will present the general methodology of the test as well as results observed from collection and the analysis of profiles.

    Measures of subjective well-being are increasingly prominent in international policy discussions about how best to measure "societal progress" and the well-being of national populations. This has implications for national statistical offices, as calls have been made for them to include measures of subjective well-being in their household surveys (Organization for Economic Cooperation and Development 2013). Statistics Canada has included measures of subjective well-being - particularly life satisfaction - in its surveys for twenty-five years, although the wording of these questions and the response categories have evolved over time. Statistics Canada's General Social Survey (GSS) and Canadian Community Health Survey (CCHS) offer a valuable opportunity to examine the stability of life satisfaction responses and their correlates from year to year using a consistent analytical framework.

Based on this, the ESRC Question Bank was created, providing free-access internet publication of questionnaires, enabling researchers to re-use questions, saving them trouble, whilst improving the comparability of their data with that collected by others. Today however, as survey technology and computer programs have become more sophisticated, accurate comprehension of the latest questionnaires seems more difficult, particularly when each survey team uses its own conventions to document complex items in technical reports. This paper seeks to illustrate these problems and suggest preliminary standards of presentation to be used until the process can be automated.

    Description:

    Survey managers are still discovering the usefulness of digital audio recording for monitoring and managing field staff. Its value so far has been for confirming the authenticity of interviews, detecting curbstoning, offering a concrete basis for feedback on interviewing performance and giving data collection managers an intimate view of in-person interviews. In addition, computer audio-recorded interviewing (CARI) can improve other aspects of survey data quality, offering corroboration or correction of response coding by field staff. Audio recordings may replace or supplement in-field verbatim transcription of free responses, and speech-to-text technology might make this technique more efficient in the future.

    This report documents key aspects of the development of the International Adult Literacy and Life Skills Survey (ALL) - its theoretical roots, the domains selected for possible assessment, the approaches taken to assessment in each domain and the criteria that were employed to decide which domains were to be carried in the final design. As conceived, the ALL survey was meant to build on the success of the International Adult Literacy Survey (IALS) assessments by extending the range of skills assessed and by improving the quality of the assessment methods employed.     With the goal of obtaining a complete enumeration of the Canadian agricultural sector, the 2001 Census of Agriculture has been conducted using several collection methods. Challenges to the traditional drop-off and mail-back of paper questionnaires in a household-based enumeration have led to the adoption of supplemental methods using newer technologies to maintain the coverage and content of the census. Overall, this mixed-mode data collection process responds to the critical needs of the census programme at various points. This paper examines these data collection methods, several quality assessments, and the future challenges of obtaining a co-ordinated view of the methods' individual approaches to achieving data quality.
