    Selecting the right sample size is central to ensure the quality of a survey. The state of the art is to account for complex sampling designs by calculating effective sample sizes. These effective sample sizes are determined using the design effect of central variables of interest. However, in face-to-face surveys empirical estimates of design effects are often suspected to be conflated with the impact of the interviewers. This typically leads to an over-estimation of design effects and consequently risks misallocating resources towards a higher sample size instead of using more interviewers or improving measurement accuracy. Therefore, we propose a corrected design effect that separates the interviewer effect from the effects of the sampling design on the sampling variance. The ability to estimate the corrected design effect is tested using a simulation study. In this respect, we address disentangling cluster and interviewer variance. Corrected design effects are estimated for data from the European Social Survey (ESS) round 6 and compared with conventional design effect estimates. Furthermore, we show that for some countries in the ESS round 6 the estimates of conventional design effect are indeed strongly inflated by interviewer effects.

    We consider optimal sampling rates in element-sampling designs when the anticipated analysis is survey-weighted linear regression and the estimands of interest are linear combinations of regression coefficients from one or more models. Methods are first developed assuming that exact design information is available in the sampling frame and then generalized to situations in which some design variables are available only as aggregates for groups of potential subjects, or from inaccurate or old data. We also consider design for estimation of combinations of coefficients from more than one model. A further generalization allows for flexible combinations of coefficients chosen to improve estimation of one effect while controlling for another. Potential applications include estimation of means for several sets of overlapping domains, or improving estimates for subpopulations such as minority races by disproportionate sampling of geographic areas. In the motivating problem of designing a survey on care received by cancer patients (the CanCORS study), potential design information included block-level census data on race/ethnicity and poverty as well as individual-level data. In one study site, an unequal-probability sampling design using the subjectss residential addresses and census data would have reduced the variance of the estimator of an income effect by 25%, or by 38% if the subjects' races were also known. With flexible weighting of the income contrasts by race, the variance of the estimator would be reduced by 26% using residential addresses alone and by 52% using addresses and races. Our methods would be useful in studies in which geographic oversampling by race-ethnicity or socioeconomic characteristics is considered, or in any study in which characteristics available in sampling frames are measured with error.

    The main objectives of a new Canadian survey measuring asset and debt holding of families and individuals will be to update wealth information that is over one decade old; to improve the reliability of the wealth estimates; and, to provide a primary tool for analysing many important policy issues related to the distribution of assets and debts, future consumption possibilities, and savings behaviour that is of interest to governments, business and communities.

    This paper is the document that launched the development of the new asset and debt survey, subsequently renamed the Survey of Financial Security. It looks at the conceptual framework for the survey, including the appropriate unit of measurement (family, household or person) and discusses measurement issues such as establishing an accounting framework for assets and debts. The variables proposed for inclusion are also identified. The paper poses several questions to readers and asks for comments and feedback.

    The scenario considered here is that of a sample survey having the following two major objectives: (1) identification for future follow up studies of n^* subjects in each of H subdomains, and (2) estimation as of this time of conduct of the survey of the level of some characteristic in each of these subdomains. An additional constraint imposed here is that the sample design is restricted to single stage cluster sampling. A variation of single stage cluster sampling called telescopic single stage cluster sampling (TSSCS) had been proposed in an earlier paper (Levy et al. 1989) as a cost effective method of identifying n^* individuals in each sub domain and, in this article, we investigate the statistical properties of TSSCS in crossectional estimation of the level of a population characteristic. In particular, TSSCS is compared to ordinary single stage cluster sampling (OSSCS) with respect to the reliability of estimates at fixed cost. Motivation for this investigation comes from problems faced during the statistical design of the Shanghai Survey of Alzheimer’s Disease and Dementia (SSADD), an epidemiological study of the prevalence and incidence of Alzheimer’s disease and dementia.
