As shown in Figure 2, total and net spending rise in 2010–11; peak in 2011–12 when the 2011 Census of Population, the NHS and the 2011 Census of Agriculture are conducted; and drop sharply in 2012–13 as these activities begin to wind down. This pattern is typical for the agency, and is a result of the census program cycles.

Figure 2 also shows that spending, net of cost recovery and the censuses, is reduced over the seven-year period, as a result of program adjustments. The increase in spending net of cost recovery and the censuses in 2012–13 is mostly because of the payout for the severance pay for the collective agreements, and workforce adjustment costs.

Figure 3 shows how net funding will be distributed by program in 2013–14. The censuses will account for 3% of overall spending—a smaller share than in 2012–13 as the 2011 cycles wind down—and represents a significant change in reference levels. Statistical Infrastructure will account for 32% of spending in 2013–14, Economic and Environmental Statistics for 29%, Socio-economic Statistics for 24% and Internal Services, 12%. Amounts are net of respendable revenue; therefore, the program on cost-recovered statistical services is not presented.
