The correct answer is C: Professional, scientific and technical services had the lowest unionization rate in the first half of 2009 (4.3%, up from 3.6% in the first half of 2008), followed closely by agriculture (5.3%, up from 3.5%). In manufacturing, the rate was 24.2%, down from 26.8% in the previous period. In contrast, employees in education had the highest unionization rate in 2009 (68%).

While the overall number of employees dropped in the first half of 2009, so did the number of unionized employees. However, union membership fell slightly less rapidly than employment, so the overall unionization rate edged up from 29.4% in 2008 to 29.5% in 2009.
