    chpza27 -- Reductions of benefits as per NCBI, positive amount

    • Type and length: Numeric(8)
    • Description: Represents the reduction to social assistance and/or child benefits applied by certain provinces as a result of the National Child Benefit Initiative expressed as a positive amount. This variable is the result of calculations rather than reported amounts, and is for policy evaluation purposes only. The same reductions to social assistance and/or child benefits that this variable represents are already assumed in the relevant variables in SLID. A reversal of the reduction would mean that this amount is added to the family's income. Two simplifications are necessary: 1) The reduction is calculated on an annual rather than monthly basis, so it does not take into account cases where social assistance was received for only part of the year (this is the same as assuming that the social assistance amount, as well as the child benefit amount, was received in equal parts over all 12 months of the year) 2) The reduction cannot be calculated (assumed zero) if the family's social assistance amount was in fact reduced to zero (in which case we can't identify it), or the family received an amount but the survey failed to capture it. Where relevant for the calculation, the number of children equals the number of children at the end of the year, unless that is zero but was positive in at least one month of the year, in which case a value of 1 is used instead. The reduction is calculated after assigning all social assistance amounts reported for the two spouses of a family to the same spouse to whom child benefit amounts are assigned in SLID; this is the female spouse, or otherwise the elder of two spouses.
