Prior to 1995/1996, the federal government contributed to the cost of
civil legal aid with the provinces and territories under the Canada Assistance
Plan (CAP), administered by the then Department of Health and Welfare. On
April 1, 1996, the CAP was replaced by the Canadian Health and Social
Transfer (CHST), a federal transfer provided to each province and territory
to support provincial health care, post-secondary education, social assistance
and social services. As a consequence of this change, it is not possible to
determine the level of federal funding that has been allocated to civil legal
aid since the CHST, and its current successor, the Canadian Social Transfer
(CST), were implemented.
