Saskatchewan conducted a limited pilot of seven ministries in 2007/2008. The difference in expenditures contributes to the differences between the 2007/2008 pilot survey and 2008/2009 data results including fifteen ministries.

Since 1994/1995, the Quebec provincial government collects only research and development activities. These research and development expenditures are not included in the science and technology totals.
