Why do we conduct this survey?

This survey is conducted by Statistics Canada in order to collect the necessary information to support the Integrated Business Statistics Program (IBSP). This program combines various survey and administrative data to develop comprehensive measures of the Canadian economy.

The statistical information from the IBSP serves many purposes, including:

  • Calculating each province and territory's fair share of federal-provincial transfer payments for health, education and social programs
  • Establishing government programs to assist businesses
  • Assisting the business community in negotiating contracts and collective agreements
  • Supporting the government in making informed decisions about fiscal, monetary and foreign exchange policies
  • Indexing social benefit programs and determining tax brackets
  • Enabling academics and economists to analyze the economic performance of Canadian industries and to better understand rapidly evolving business environments.

Your information may also be used by Statistics Canada for other statistical and research purposes.

Your participation in this survey is required under the authority of the Statistics Act.

Data-sharing agreements

To reduce respondent burden, Statistics Canada has entered into data-sharing agreements with provincial and territorial statistical agencies and other government organizations, which have agreed to keep the data confidential and use them only for statistical purposes. Statistics Canada will only share data from this survey with those organizations that have demonstrated a requirement to use the data.

Section 11 of the Statistics Act provides for the sharing of information with provincial and territorial statistical agencies that meet certain conditions. These agencies must have the legislative authority to collect the same information, on a mandatory basis, and the legislation must provide substantially the same provisions for confidentiality and penalties for disclosure of confidential information as the Statistics Act. Because these agencies have the legal authority to compel businesses to provide the same information, consent is not requested and businesses may not object to the sharing of the data.

For this survey, there are Section 11 agreements with the provincial and territorial statistical agencies of Newfoundland and Labrador, Nova Scotia, New Brunswick, Québec, Ontario, Manitoba, Saskatchewan, Alberta, British Columbia and the Yukon. The shared data will be limited to information pertaining to business establishments located within the jurisdiction of the respective province or territory.

Section 12 of the Statistics Act provides for the sharing of information with federal, provincial or territorial government organizations. Under Section 12, you may refuse to share your information with any of these organizations by writing a letter of objection to the Chief Statistician, specifying the organizations with which you do not want Statistics Canada to share your data and mailing it to the following address:

Additional information

North American Industry Classification System (NAICS) Self-coding Tool

Consultation objectives

The North American Industry Classification System (NAICS) is a system used by Canada, Mexico and the United States to organize economic data by industry. The NAICS and its codes are revised every five years to reflect the changing structure of the economy. To adapt to the constant evolution of the NAICS, Statistics Canada is developing a NAICS self-coding tool. This tool will use modern technology and approaches to allow Canadian businesses to self-code their business activities based on their knowledge of their business.

The creation of a single, centralized tool will allow for a more rapid evolution and adaptation to NAICS classification changes, while reducing maintenance and associated costs of multiple decentralized tools.

This consultation ensured that the interactive self-coding NAICS tool is compliant with a set of usability principles and identified any potential usability problems so that improvements can be made.

Consultation methodology

Statistics Canada conducted in-person usability consultations in Ottawa, Ontario. Participants were asked to complete a series of tasks and to provide feedback on the tool.

How participants got involved

This consultation is now closed.

Individuals who wished to obtain more information or to take part in a consultation were requested to contact Statistics Canada by sending an email to statcan.consultations-consultations.statcan@statcan.gc.ca.

Statistics Canada selected participants for each consultation to ensure feedback is sought from a representative sample of the target population for the study. Not all applicants were asked to participate in a given consultation.

It was reiterated that Statistics Canada is committed to respecting the privacy of consultation participants. Results

What worked

All participants indicated that the NAICS self-coding tool was simple and well organized. They thought that the information was clear, concise, and easy to navigate through. They also appreciated that the self-coding tool was provided on a single screen and that examples were listed for each industry code.

Areas of improvement

  • The need to refer back and forth between the left and right side of the page was not intuitive.
  • The search bar wasn’t noticeable enough.
  • The difference between the list of subsectors in the navigation pane and the category filters was unclear.

Recommendations

  • A section should be added containing additional information on NAICS, such as what it is and what it is used for, as well as a link to a page with more detailed information
  • The category filters should be incorporated into the list in the navigation pane, as an additional layer to drill through.
  • More space above and below the search bar should be added.
  • Definitions of some of the terminology used on the tool should be included.

2021 Census of Population Content Consultation

Consultation objectives

Data from the Census of Population are important for all communities and are vital to plan services that support education, employment, transportation, health care and housing. To maintain the relevance of the census, Statistics Canada evaluates and reviews the census questionnaire content for each census cycle.

Methodology

In preparation for the 2021 Census, Statistics Canada consulted Canadians from fall 2017 to spring 2018 using an online questionnaire and face-to-face discussions. The feedback obtained as part of the consultation is being used to update and improve the 2021 Census of Population questionnaire. A series of qualitative tests took place in the spring and summer 2018. Changes to the census questionnaire will be tested in May and June 2019 with 250,000 households. Statistics Canada will evaluate results from the test to make content recommendations to the federal government for the 2021 Census.

Results

The report "2021 Census of Population Consultation Results: What we heard from Canadians," outlines findings on data relevance, uses and gaps for the Census of Population. Data from the Census of Population are important for all Canadians, governments and communities. Census data are vital to plan services that support education, employment, transportation, health care and housing.

Detailed responses were received from organizations and individuals representing federal, provincial, territorial and local government departments; First Nations people, Métis and Inuit; the general public; academia; special interest groups; and the private sector. The report focuses on the findings of the 2021 Census data needs consultation and stakeholder discussions. Chapter 1 explains who was consulted, Chapter 2 describes how information needs were assessed and Chapter 3 focuses on information needs by census topic and reported data gaps. Lastly, Chapter 4 explains the next steps required to determine content for the 2021 Census.

The consultation on the content of the 2021 Census of Population through an online questionnaire is no longer available. Statistics Canada collected a wealth of information from data users and interested parties across Canada who shared their views on how they use census data and the type of information they believe should be available from the census.
