The ongoing effects of the COVID-19 pandemic: Financial estimates for nursing and residential care facilities in 2022
The combined operating revenues of private and public nursing and residential care facilities grew by 4.2% to reach $39.1 billion in 2022. Despite the increasing proportion of Canadians aged 65 and older requiring care and the challenges related to workforce recruitment and retention, the nursing and residential care facilities subsector experienced slower growth in 2022, compared with 2020 and 2021.
Key highlights of public facilities
The operating revenue of public facilities increased by 3.8% to reach $21.6 billion in 2022, representing 55.2% of the subsector total. Quebec ($7.4 billion) contributed just over one-third (34.2%) of this total public operating revenue, followed by Ontario ($4.4 billion) and Alberta ($2.7 billion).
Operating expenses grew by 4.9% in 2022 to reach $22.3 billion. Salaries, wages, commissions and benefits, representing almost three-quarters (74.1%) of operating expenses, rose by 5.0% to $16.5 billion. Public facilities have been running an operating deficit since 2015—in 2022, it reached $767.5 million.
Key highlights of private facilities
In 2022, the operating revenue of private facilities increased by 4.7%, reaching $17.5 billion, or 44.8% of the subsector total. In the private sector, Ontario continued to be the largest contributor (40.8%), followed by Quebec (26.5%) and British Columbia (13.0%).
Operating expenses grew by 5.8% to reach $16.1 billion in 2022. Salaries, wages, commissions and benefits, representing just over half (55.3%) of operating expenses in private facilities, rose by 5.4% to $8.9 billion. The profit margin for this portion of the subsector has been steadily declining since 2018 and stood at 7.8% in 2022, its lowest level since comparable estimates became available in 2014.

These estimates represent an aggregate of administrative financial data from the fiscal year ending between April 1, 2022, and March 31, 2023.
The nursing and residential care facilities subsector covers nursing care facilities; residential developmental handicap, mental health and substance abuse facilities; community care facilities for the elderly; and other residential care facilities.
Separate estimates are published for private and public facilities. Public facilities are owned by not-for-profit organizations and the government.
