Privacy Impact Assessment on the On-site Presence Compliance Monitoring and Reporting Program

Title

On-site Presence Compliance Monitoring and Reporting Program

Description

Statistics Canada will use personal information from turnstile data and human resources (HR) administrative data to build reports to monitor compliance with the Treasury Board's Direction on prescribed presence in the workplace (Direction) and support executives in administering compliance with the Direction.

Why a privacy impact assessment was completed

The production and dissemination of the On-site presence report was captured in the Addendum to the Privacy Impact Assessment (PIA) on the Automated Access Control System drafted by Statistics Canada in July 2022.

Since the Addendum was completed, the creation of 2 additional reports using personal information collected through turnstiles has been added to the program. One of the reports will involve the monitoring of employee compliance with the Direction at the individual level. These changes to the program are substantial modifications to the process, which now includes an administrative HR component. The PIA has been completed to account for these substantial modifications, and the creation of an institution-specific Personal Information Banks (PIB) is required for this program.

Additional information

The PIA identified 4 privacy risks that have been determined to be low when considering the mitigating factors that are in place.

Related personal information banks

The following PIBs relate to the program: PSE 901, PSE 903 and PSU 907. Also, an institution-specific PIB will be registered to account for the use of personal information to monitor employee's compliance with the Direction at the individual level as part of a decision-making process.
