How to read the concordance table: CIP Canada 2016 - ISCED-F 2013

The concordance of the Classification of Instructional Programs (CIP) Canada 2016 to the International Standard Classification of Education - Fields of Education and Training (ISCED-F) 2013 shows the Canadian interpretation of the relationships between the two classifications.

The concordance is shown at the lowest level of both classifications, namely at the 6-digit level in CIP Canada 2016 and the 4-digit level in ISCED-F 2013.

The concordance was built from the example programs provided in CIP Canada 2016 to illustrate the content of its 6-digit classes. Each example program was mapped to ISCED-F 2013, and the resulting code pairs were summarized.

The relationships between the two classifications can be simple or complex. The following examples are presented to illustrate how the table should be read.

In the first example, each CIP class maps to one ISCED-F class. When there are no explanatory notes in the last column, it means that all of the content in the CIP class is found in the ISCED-F class it maps to.

An asterisk (*) attached to the ISCED-F code indicates that a CIP class is equal to a portion of an ISCED-F class, and that the ISCED-F class maps to this CIP class as well as to other CIP classes.

1. Context for the Departmental Sustainable Development Strategy

The 2016–2019 Federal Sustainable Development Strategy (FSDS)

  • sets out the Government of Canada's sustainable development priorities
  • establishes goals and targets
  • identifies actions to achieve them, as required by the Federal Sustainable Development Act.

In keeping with the act's objectives to make environmental decision making more transparent and accountable to Parliament, Statistics Canada supports reporting on the implementation of the FSDS and its Departmental Sustainable Development Strategy, or equivalent document, through the activities described in this supplementary information table.

Statistics Canada's Departmental Sustainable Development Strategy for 2017 to 2020 describes the agency's actions to support achieving a low-carbon government, included in the 2017–18 Departmental Results Report. The supplementary information table in Section 3 below presents the available results for the agency's actions pertinent to this goal. This year, the table also reflects the relevant United Nations Sustainable Development Goals targets.

In addition to low-carbon government activities listed in Section 3, Statistics Canada supports the following FSDS goals through its work with other government departments:

  • Statistics Canada helped to track and report Canada's performance on the global suite of United Nations Sustainable Development Goals indicators by developing the Sustainable Development Goals Data Hub.
  • Pristine lakes and rivers: Statistics Canada provided data on Canada's population, mining sector and land cover to help track the progress of this goal in the 2018 progress report (PDF, 6.81 MB).
  • Connecting Canadians with nature: Statistics Canada provided data on household environmental behaviours to help track the progress of this goal in the 2018 progress report (PDF, 6.81 MB).
  • Clean growth: Statistics Canada, in conjunction with relevant federal departments and agencies, updated its environmental and clean technology goods and services estimates time series in December 2018. In February 2019, a special study entitled "International trade in environmental and clean technology products by origin and destination, 2007 to 2017" was published. The agency is also working on the development of a carbon measurement strategy as part of its modernization agenda.
  • Modern and resilient infrastructure: Statistics Canada is working with Infrastructure Canada to develop and launch Canada's Core Public Infrastructure Survey.

4. Report on integrating sustainable development

During the 2018–19 reporting cycle, Statistics Canada had no proposals that required a strategic environmental assessment and no public statements were produced.

Gender-based Analysis Plus (GBA+)

General information

Governance structures

In 2018–19, Statistics Canada began the process of developing a formal GBA+ implementation plan. While this was being developed, the GBA+ responsibilities continued to be informally implemented through close collaboration between the Finance Branch, the GBA+ Champion and the GBA+ focal point. For example, GBA+ was performed and documented for all relevant new initiatives (Treasury Board [TB] submissions and Memorandums to Cabinet [MCs]).

The creation of the new Centre for Gender, Diversity and Inclusion Statistics provided an opportunity for the GBA+ focal point to strengthen Statistics Canada's ability to ensure that GBA+ requirements are considered across the agency. This was achieved by improving communication around applying GBA+ to statistical analysis and through capacity building (offering training for analysts and external data users).


Human resources

Statistics Canada allocated one full-time equivalent (FTE) dedicated to GBA+ implementation at the agency in 2018–19. This includes

  • a GBA+ Champion, who also acts as the GBA+ focal point
  • human resources employees who support the agency staff, Women and Gender Equality Canada (WAGE), and other federal departments and agencies in their GBA+ assessments
  • human resources employees who develop and enforce the accountability mechanism as part of the agency's decision-making process to ensure that a GBA+ assessment is performed.

The FTE count excludes cost-recoverable resources associated with projects funded by WAGE, as well as with new initiatives announced as part of Budget 2018 (Centre for Gender, Diversity and Inclusion Statistics).


Major initiatives: results achieved

New data developments

  • In collaboration with WAGE, Statistics Canada implemented the data collection for the new Survey of Safety in Public and Private Spaces, which will directly support the Federal Strategy to Prevent and Address Gender-based Violence.
  • Statistics Canada published new analytical products, including new research on women on corporate boards and women among the top 1% of earners.
  • Budget 2018 provided funding for the Centre for Gender, Diversity and Inclusion Statistics. Details on the Centre and its deliverables are outlined below.

Strengthening the GBA+ function within Statistics Canada

  • Statistics Canada initiated an internal review and assessment on how to further strengthen GBA+ as part of the decision-making process. This includes drafting a framework for GBA+ functions.
  • In the absence of a formal GBA+ implementation plan, the agency continues to ensure that GBA+ is considered in the development of MCs and TB submissions.

Supporting federal departments

  • Statistics Canada has continued to provide ongoing advice and guidance, as well as relevant data, to other departments and agencies, supporting their respective GBA+ assessments. The agency has also collaborated with the Canada School of Public Service to develop and deliver a GBA+ curriculum through the new pilot GBA+ Premium course. The agency continues to offer data-finding bootcamps to departments and agencies looking for data to support their GBA+.

Centre for Gender, Diversion and Inclusion Statistics

The Centre for Gender, Diversity and Inclusion Statistics was launched by Statistics Canada in 2018–19 to address gaps in the availability of disaggregated data on gender and other intersecting identities for a better understanding of social, economic and environmental issues.

Launched in September 2018, the Centre is also home to the Gender, Diversity and Inclusion Statistics Hub, which tracks the Government of Canada's progress on the Gender Results Framework (GRF) indicators.

In 2018–19, the Centre released 15 indicators and provided direct access to dozens of other indicators, infographics and data tables that are disaggregated by sex. The Centre also produced five GBA+ analytical papers on subjects that fall under pillars of the GRF, including "The economic well-being of women in Canada" and "Time use: Total work burden, unpaid work, and leisure."

In 2018–19, Statistics Canada also created a working group of experts on Canada's Black population to provide guidance and advice to Statistics Canada in the production of analytical documents on the Black population in Canada. During Black History Month in February 2019, the Centre published an infographic and a 22-page booklet titled "Diversity of the Black population in Canada: An overview."


Reporting capacity and data

In 2018–19, Statistics Canada introduced the concept of measuring gender identity in addition to the sex variable. New surveys are now implementing the new gender standards.

To enable GBA+ in its survey programs, Statistics Canada has also implemented the collection of other identity variables, such as Indigenous identity, disability characteristics, ethnicity and other intersecting identifies. For example, all programs related to the General Social Survey now include a variable that allows the user to disaggregate the information for people with disabilities by gender.

In 2018–19, Statistics Canada increased the number of relevant GBA+ analytical reports and products, in collaboration with WAGE, as well as the number of deliverables of the new Centre for Gender, Diversity and Inclusion Statistics. The new Gender, Diversity and Inclusion Statistics Hub provides central and broader access to all gender-disaggregated reports and analytical reports at Statistics Canada while also linking to other departments and agencies.

House of Commons Standing Committee on Canadian Heritage

Report: Report 10, entitled Taking Action Against Systemic Racism and Religious Discrimination Including Islamophobia,was presented to Parliament on Thursday, February 1, 2018.

Summary: The Committee undertook a study on systemic racism and religious discrimination. Throughout the study, when speaking about hate crimes in Canada, witnesses referred to Statistics Canada's most recent data on police-reported hate crime in the country. Statistics Canada representatives, who oversee data collection and analysis regarding hate crimes, also appeared as witnesses during the study. The agency uses two separate approaches to quantify hate crime incidence in Canada: police-reported hate crimes and self-reported hate crimes. Testimony was provided by several witnesses in meetings. Statistics Canada appeared on November 8, 2017.

Recommendation 7: The Committee recommends working with Statistics Canada to enable access to increased information on hate crime offenders and their motivations.

Actions taken to address the recommendations: Statistics Canada reports that, on average, about 1,360 hate crime incidents have been reported annually by police since 2009. The Government of Canada acknowledges that to fully understand the issues and challenges confronting Canada's increasingly diverse population, comprehensive and high-quality data are required to better monitor and target policies to eliminate discrimination and inequalities. As Canada's national statistical agency, Statistics Canada is a leader in data collection and dissemination related to the ethnocultural and linguistic characteristics of the population across social domains such as labour, income, justice, education and health. Therefore, Statistics Canada will continue to lead in this area. In cooperation with other federal departments and agencies, Statistics Canada will identify needs for new data and analysis, and will make every effort to find new ways of using existing data to improve the monitoring and evaluation of policy implementation and impact to eliminate racial discrimination, inequality and the racialization of poverty. This work will be further supported by the Centre for Gender, Diversity and Inclusion Statistics. Budget 2018 proposed new funding of $6.7 million over five years, beginning in 2018–19, and $0.6 million per year ongoing, for Statistics Canada to create this new Centre. The Department of Finance Canada will work with Statistics Canada and Women and Gender Equality Canada to develop indicators and data to assess Canada's progress toward achieving shared growth and gender equality objectives.

Standing Senate Committee on Agriculture and Forestry

Report: Report 10, entitled A Growing Concern: How to Keep Farmland in the Hands of Canadian Farmers (PDF. 8.41 MB), was presented to Parliament on March 9, 2018.

Summary: The Committee undertook a study on the acquisition of farmland in Canada and its potential impact on the farming sector. Testimony was provided by several witnesses in meetings. Statistics Canada appeared for this study on October 27, 2016.

Recommendation 2: The Committee recommends that Agriculture and Agri-Food Canada, Statistics Canada and Natural Resources Canada continue to cooperate to improve the data on the classification and use of farmland, and that federal departments better cooperate with provincial departments to keep them informed about technological advances in imaging and remote sensing, and how the resulting soil maps could assist provincial land-use planning.

Actions taken to address the recommendations: The Government of Canada, under the federal–provincial–territorial framework, committed to the Canadian Agricultural Partnership. Federal departments such as Agriculture and Agri-Food Canada, Statistics Canada, and Natural Resources Canada are continually examining ways to improve collaboration with the provinces to increase information sharing in agriculture, particularly in areas that affect the long-term success of the sector, such as farmland use and protection.

House of Commons Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities.

Report: Report 12, entitled Experiential Learning and Pathways to Employment for Canadian Youth, was presented to Parliament on Wednesday, October 17, 2018.

Summary: The Committee undertook a study about how experiential learning can guide younger Canadians through the transitions between high school, postsecondary education and the labour market. The study has seven main themes: youth underemployment after completing their education, youth unemployment and how it harms the transition to the workforce, volunteerism and internships and how they inform work decisions for students, the school-to-work transition strategy in Canada compared with international models and programs, apprenticeships, co-op programs and work-integrated learning, and entrepreneurship. Testimony was provided by several witnesses in meetings. Statistics Canada did not appear as part of this study.

Recommendation 1: The Committee recommends that Employment and Social Development Canada (ESDC) work with Statistics Canada to add additional questions to the National Graduates Survey and the Labour Force Survey to better capture data on a broad spectrum of experiential learning opportunities and outcomes, as well as the incidence of paid and unpaid internships. Moreover, the data collected must allow for effective comparisons between Canada and other Organisation for Economic Co-operation and Development countries.

Recommendation 2: The Committee recommends that ESDC ensure Statistics Canada and the Labour Market Information Council deliver up-to-date and standardized labour market information, through interactive platforms and across all regions, that

  • is both accessible and engaging to youth
  • details and forecasts the skills and jobs that are in demand in their communities and nearby areas
  • clearly includes trade and apprenticeship information
  • details the training, experience, education, competencies and credentials required for different occupations.

Recommendation 11: The Committee recommends that ESDC and Statistics Canada work together to collect and disseminate data on employer spending on employee training, experiential learning, employee retention and their correlations. ESDC should use these data to educate companies about the value of in-house training and providing adequate levels of ongoing employee training.

Actions taken to address the recommendations: To ensure that Canadians have access to up-to-date information on training, work experience, educational requirements and other credentials required for employment in a given occupation, ESDC, in collaboration with Statistics Canada, regularly reviews the National Occupational Classification. The revision process takes into account comments and suggestions received from different stakeholders (unions, professional associations, employers, etc.), qualitative and quantitative research, and consultations with key expert stakeholders regarding specific occupations. Furthermore, as advised in Recommendation 1 of the Committee's report, ESDC and Statistics Canada are working to better capture data on a broad spectrum of experiential learning opportunities and outcomes. One of ESDC's priorities, identified and agreed upon by the Forum of Labour Market Ministers, is to address the need for more granular local labour market information. This aligns with Recommendation 2 of the Committee's report. ESDC will continue to work closely with Statistics Canada and the Labour Market Information Council to stress the importance of providing these elements to Canadians.

Operating context and key risks

Operating context

A developed, democratic country such as Canada requires vast amounts of information to function effectively. Statistics provide Canadians with vital information to help monitor inflation, promote economic growth, plan cities and roads, adjust pensions, and develop employment and social programs. They help governments, businesses and individuals make informed decisions.

The value placed on data by every segment of society is growing at an exponential pace. At the same time, new tools and new computing power are emerging and multiplying the volume and types of information available.

As the demand for information increases along with its importance and availability, privacy concerns, call-screening technology and the busy lives of Canadians are making it harder to reach and obtain information from households. As a result, the agency is continually seeking out new and innovative approaches to meet emerging data needs.

As it innovates and modernizes, the agency will be well positioned to play a more active role in guiding and shaping this information age.

Key risks

Statistics Canada has a solid track record of identifying and mitigating risks, which are events that, given their likelihood and impact, have the potential to prevent the agency from achieving its goals. Risks are driven by factors both internal and external to the agency.

Statistics Canada must remain relevant and respond to the demands of both data users and respondents. Loss of relevance and responsiveness is considered one of the agency's key risks. Namely, the expectations of data users are rapidly evolving. Users require more sophisticated and timely data and analyses, while respondents face increased demands on their time. To remain relevant to users and to encourage survey participation among respondents, the agency must remain connected, adopt innovative methodological approaches, be fully mindful of respondent burden while protecting the privacy of Canadians, and communicate the importance of the data it is collecting and releasing.

Statistics Canada is exposed to new challenges and business conditions that, while opening up considerable opportunities for the agency, may also expose the agency to risk. Changing technology is altering how the agency interacts with information users and providers. These new technologies are affecting the agency's collection strategy, data processing capacity and dissemination methods. Statistics Canada must balance modernization and transformation with the delivery of existing statistical programs.

Moreover, the potential for statistical errors and breaches in the confidentiality of information are considered areas where continuous monitoring and mitigation are necessary. Statistics Canada is committed to protecting the confidentiality of the information with which it is entrusted. The production of reliable statistics depends on the willing participation of respondents, and Canadians are more willing to provide their information to Statistics Canada because they are confident that the agency will keep it safe.

To address these risks, the agency continues to adapt and evolve its governing instruments and oversight frameworks and relies on the expertise of its employees. The agency must also continue to invest in robust infrastructure—both technological and methodological—to ensure the reliability, timeliness, scalability and security of its statistics.

Risk management allows the agency to meet the current and emerging information needs of Canadians efficiently and effectively. If users are assured that the agency's statistics are timely, credible and of high quality, they will be less inclined to seek alternative, less reliable data sources for their information. The risks described above are articulated in detail in the agency's Corporate Risk Profile, which was developed as part of the Integrated Risk Management Framework. This is a proactive, systematic and agency-wide process to identify, understand, manage, monitor and communicate risk to support objectives.

A measure of the extent to which an employee represents a full person-year charge against a departmental budget. Full-time equivalents are calculated as a ratio of assigned hours of work to scheduled hours of work. Scheduled hours of work are set out in collective agreements.
Gender-based Analysis Plus (GBA+) (analyse comparative entre les sexes plus [ACS+])
An analytical process used to help identify the potential impacts of policies, programs and services on diverse groups of women, men and gender-diverse people. We all have multiple identity factors that intersect to make us who we are; GBA+ considers many other identity factors, such as race, ethnicity, religion, age, and mental or physical disability.

An initiative where two or more departments are given funding to pursue a shared outcome, often linked to a government priority.
Main Estimates (Budget principal des dépenses)
The Main Estimates is a document that directly supports the appropriation act for the beginning of a fiscal year. It provides a listing of the resources required by individual departments and agencies for the upcoming fiscal year in order to deliver the programs for which they are responsible. It identifies the spending authorities (votes) and the amounts to be included in subsequent appropriation bills that Parliament will be asked to approve to enable the government to proceed with its spending plans. It is traditionally known as the "Blue Book."
non-budgetary expenditures (dépenses non budgétaires)
Net outlays and receipts related to loans, investments and advances, which change the composition of the financial assets of the Government of Canada.
pathfinder project (projet exploratoire)
Type of project conducted under Statistics Canada's modernization initiative. These projects are specifically designed to help guide the modernization effort, engage with stakeholders, consult with users, and implement leading-edge tools and methods to produce useful, high-quality statistics in all programs.
performance (rendement)
What an organization did with its resources to achieve its results, how well those results compare to what the organization intended to achieve, and how well lessons learned have been identified.
performance indicator (indicateur de rendement)
A qualitative or quantitative means of measuring an output or outcome, with the intention of gauging the performance of an organization, program, policy or initiative respecting expected results.
performance reporting (production de rapports sur le rendement)
The process of communicating evidence-based performance information. Performance reporting supports decision making, accountability and transparency.
plan (plan)
The articulation of strategic choices, which provides information on how an organization intends to achieve its priorities and associated results. Generally a plan will explain the logic behind the strategies chosen and tend to focus on actions that lead up to the expected result.
planned spending (dépenses prévues)
For Departmental Plans and Departmental Results Reports, planned spending refers to those amounts presented in Main Estimates.
A department is expected to be aware of the authorities that it has sought and received. The determination of planned spending is a departmental responsibility, and departments must be able to defend the expenditure and accrual numbers presented in their Departmental Plans and Departmental Results Reports.
priority (priorité)
A plan or project that an organization has chosen to focus and report on during the planning period. Priorities represent the things that are most important or that must be done first to support the achievement of the desired Strategic Outcome(s) or Departmental Results.
program (programme)
Individual or groups of services, activities or combinations thereof that are managed together within the department and focus on a specific set of outputs, outcomes or service levels.
result (résultat)
An external consequence attributed, in part, to an organization, policy, program or initiative. Results are not within the control of a single organization, policy, program or initiative; instead they are within the area of the organization's influence.
statutory expenditures (dépenses législatives)
Expenditures that Parliament has approved through legislation other than appropriation acts. The legislation sets out the purpose of the expenditures and the terms and conditions under which they may be made.
Strategic Outcome (résultat stratégique)
A long-term and enduring benefit to Canadians that is linked to the organization's mandate, vision and core functions.
target (cible)
A measurable performance or success level that an organization, program or initiative plans to achieve within a specified time period. Targets can be either quantitative or qualitative.
voted expenditures (dépenses votées)
Expenditures that Parliament approves annually through an appropriation act. The vote wording becomes the governing conditions under which these expenditures may be made.

Year of incorporation / commencement: The Dominion Bureau of Statistics was established in 1918. In 1971, with the revision of the Statistics Act, the agency became Statistics Canada.

Other: Under the Statistics Act, Statistics Canada is required to collect, compile, analyze, abstract and publish statistical information relating to the commercial, industrial, financial, social, economic and general activities and conditions of the people of Canada.

Statistics Canada has two primary objectives:

  • to provide statistical information and analysis of the economic and social structure and functioning of Canadian society as a basis for developing, operating and evaluating public policies and programs; for public and private decision making; and for the general benefit of all Canadians
  • to promote the quality, coherence and international comparability of Canada's statistics through collaboration with other federal departments and agencies, with the provinces and territories, and in accordance with sound scientific standards and practices.

Statistics Canada's head office is located in Ottawa. There are regional offices located in Halifax, Sherbrooke, Montréal, Toronto, Sturgeon Falls, Winnipeg, Edmonton and Vancouver. The agency also has data service centres (DSCs) in Montréal, Toronto, Edmonton and Vancouver. The main role of the DSCs is to inform and support users with possible avenues for their needs by offering workshop series, webinars, open houses and more. There are also 31 research data centres located throughout the country. These centres provide researchers with access to microdata from population and household survey programs in a secure university setting. Canadians can follow the agency on Twitter, Facebook, Instagram, Reddit, feeds and YouTube.

Raison d'être

Strong data and evidence are crucial to good decision making. All parts of society—governments, businesses and individuals—count on high-quality, timely and detailed statistics to make decisions. Among its many applications, statistical information is used to draw electoral boundaries, determine international tariffs, inform trade negotiations, analyze economic performance, select sites for schools and public transportation, and support immigration policies and programs.

Mandate and role

Statistics Canada produces data that help Canadians better understand their country—its population, resources, economy, society and culture. As Canada's central statistical office, Statistics Canada is legislated to serve this function for Canada and each of the provinces and territories. The agency also conducts a Census of Population and a Census of Agriculture every five years, providing a detailed picture of Canadian society. Statistics Canada operates under the authority of the Statistics Act and is committed to protecting the confidentiality of the information with which it is entrusted.

The agency promotes the quality and coherence of Canada's statistics through collaboration with international organizations, federal departments and agencies, and the provinces and territories. As a member of the United Nations Statistical Commission, the agency endorses the Fundamental Principles of Official Statistics, which help define what constitutes a good system of official statistics and what role that system should play in a national government.

Federal tax expenditures

The tax system can be used to achieve public policy objectives through the application of special measures such as low tax rates, exemptions, deductions, deferrals and credits. Statistics Canada is funded from two sources: direct parliamentary appropriations and cost-recovery activities. Statistics Canada has the authority to generate respendable revenue related to two streams: statistical surveys and related services, and custom requests and workshops. In recent years, respendable cost-recovery revenue has contributed between $110 million and $124 million annually to the agency's total resources. A large portion of these respendable revenues comes from federal departments to fund specific statistical projects.

The graph and table above illustrate that voted spending peaked in 2016–17 when the 2016 Census of Population and the 2016 Census of Agriculture field collection activities were conducted. This is followed by a significant decrease in subsequent years as census activities wind down. Spending will begin to ramp up and peak again in 2021–22 when the 2021 Census field collection activities are conducted. This pattern is typical for the agency because of the cyclical nature of the Census Program. Funding for the 2021 Census was approved in 2018–19, with the first year of funding being 2018–19.

The difference between 2018–19 actual spending and 2018–19 total authorities available for use is largely attributable to how the agency strategically manages its investments. The agency has leveraged the operating budget carry-forward mechanism to manage the cyclical nature of normal program operations toward the agency's strategic priorities and to ensure the quality of its existing programs is maintained. Throughout the year, forecast lapses and amounts carried forward are managed centrally, by priority, within the statistical information Core Responsibility. The difference is also attributable to a Statistical Survey Operations pay equity settlement and shifts in its original payment timeline.

Spending on Internal Services temporarily increased in 2016–17 as the agency invested in modernizing its work environment to offset government-wide space pressures and help increase staff mobility. Spending in 2017–18 and 2018–19 included additional internal information technology support and pressures related to the Government of Canada pay system.

Similar to trends seen in actual spending, full-time equivalent (FTE) changes from year to year are largely explained by the cyclical nature of the Census Program. Activity peaked in 2016–17 for the 2016 Census of Population and 2016 Census of Agriculture, then dropped sharply in subsequent years. Activity will begin to ramp up and peak again in 2021–22, when the 2021 Census of Population and 2021 Census of Agriculture field collection activities are conducted.

Approximately 200 public servant FTEs based across Canada outside the National Capital Region (NCR) are included in net expenditure FTEs. Also included are approximately 847 interviewer FTEs (representing approximately 1,800 interviewers) outside the NCR. Of the 847 interviewer FTEs, 357 are working on respendable revenues. These interviewers are part-time workers whose assigned workweeks are determined by the volume of collection work available; they are hired under the Statistics Act, by the authority of the Minister of Innovation, Science and Economic Development. Interviewers are covered by two separate collective agreements and are employed through Statistical Survey Operations. Many of Statistics Canada's main outputs rely heavily on data collection and on the administration of these activities, which takes place in the regional offices.

The agency uses the full accrual accounting method to prepare and present its annual financial statements, which are part of the departmental result reporting process. However, spending authorities presented in the previous sections of this report remain on an expenditure basis. The net cost of operations before government funding and transfers was $566.0 million, a decrease of $34.5 million (5.7%) from $600.5 million in 2017–18. This decrease in expenses is mainly due to salary payments made upon the ratification of collective agreements and software purchases, both made in 2017–18, and offset by an increase in revenue related to cost-recovery projects.

The difference between actual and planned net costs for 2018–19 is $25.9 million (4.8%). Expenses were $36.9 million higher than anticipated. The majority of this variance is related to spending that was approved during the fiscal year, such as 2021 Census of Population, 2021 Census of Agriculture and other new initiatives. Revenues were $11.0 million higher than anticipated because a higher number of contracts were signed, mainly with federal government departments.

The departmental net financial position was $113.8 million at the end of 2018–19, an increase of $13.9 million from $99.9 million in 2017–18.

The increase in the departmental net financial position is explained by two factors: first, a decrease in the Statistical Survey Operations pay equity liability as a result of payments and a software licence renewal that was made in 2017–18, and second, an increase in tangible capital assets related to the capitalization of software under development.

Total assets, including financial and non-financial assets, were $240.6 million at the end of 2018–19. Tangible capital assets represented the largest portion of assets, at $164.9 million (68.5%). They consisted of informatics software ($99.9 million), software under development ($46.9 million), leasehold improvements ($15.4 million) and other assets ($2.7 million). The remaining portion of assets comprised $63.1 million (26.2%) for amounts due from the Consolidated Revenue Fund, $7.3 million (3.0%) for accounts receivable and advances, $4.2 million (1.7%) for prepaid expenses, and $1.1 million (0.5%) for consumable supplies.

Total liabilities were $126.8 million at the end of 2018–19. Accounts payable and accrued liabilities made up the largest portion of liabilities, at $79.3 million (62.6%). They consisted of accounts payable to external parties ($24.6 million), accounts payable to other federal government departments and agencies ($9.3 million), and accrued salaries and wages ($45.4 million). The next largest portion was vacation pay and compensatory leave, at $27.6 million (21.7%). Employee future benefits made up $19.3 million (15.2%). The remaining portion was composed of deferred revenue and lease obligation for tangible capital assets, at $0.6 million (0.5%).
