Transport Canada's safety and security programs are:

Civil aviation

Civil aviation develops, governs and oversees the policies, guidelines, regulations, standards and educational materials needed to keep air travel safe within Canada's borders. It creates safety standards for aeronautical products, keeping the standards in line with those of other countries. As part of safety oversight, civil aviation verifies that the aviation industry complies with the regulatory framework through certifications, assessments, validations, inspections and enforcement.

Aviation security

The Aviation Security Directorate safeguards the integrity and security of Canada's aviation transportation system through the development and implementation of a comprehensive set of policies, regulations and security measures to protect air travel and trade. A key element of the Aviation Security Program is the risk-based oversight program, which ensures regulated entities (e.g. aerodromes and air carriers) comply with regulatory requirements.

Marine safety and security

The Marine Safety and Security Program develops, administers and enforces national and international laws and policies governing marine safety and security, and the marine environment.

Intermodal surface security and emergency preparedness

The Intermodal Surface Security Oversight Program works to enhance the security of Canada's surface transportation system by conducting risk-based oversight activities of rail (passenger and freight) and international bridges and tunnels.

Rail safety

Rail safety verifies that the railway industry complies with the regulatory framework and develops and administers policies and regulations to advance the safety of rail transportation in Canada.

Motor vehicle safety

To reduce risk to the travelling public and other road users, the Motor Vehicle Regulatory Enforcement Program oversees vehicles, child car seats and tires, by testing them to verify if they meet minimum safety standards; assessing how people and companies comply with related safety and recall requirements; investigating public complaints of alleged safety defects; and taking corrective action when non-compliance or safety defects are detected or suspected.

Transportation of dangerous goods

The Transportation of Dangerous Goods Directorate develops standards and regulations, provides oversight, and gives expert advice to promote public safety in the transportation of dangerous goods by all modes in Canada.

Safety and security programs operate in Ottawa (headquarters) as well as five administrative regions – Pacific, Prairie and Northern, Ontario, Quebec and Atlantic. There are two other regions that only pertain to Civil Aviation – National Aircraft Certification related to technical standards for aeronautical products designed and operated in Canada and Medicine related to medical assessments of licensed aviation personnel. Some regional offices have satellite offices to further support the Programs.
