Conceptualizing Canada's Care Economy

Today, Statistics Canada is releasing a reference report entitled "Canada's Care Economy: A Conceptual Framework." This report presents a conceptual framework to both understand and define the care economy in the Canadian context, as well as provide proposed definitions for key related concepts. The framework is based on the results of a literature review of Canadian and international research, as well as consultations with stakeholders internal and external to Statistics Canada.

Broadly defined, the care economy comprises the provision of paid and unpaid care work. This is a pressing issue for Canadians, especially since the advent of the COVID-19 pandemic. In 2022, nearly one in two Canadians aged 15 and older provided unpaid or paid care to care-dependent groups in the previous 12 months. Researchers, policymakers, and advocates have called for more data and research on paid and unpaid care work. This report serves as a foundational first step to continuing research and data development on the care economy.
